Bullet Dancer's Rave
Rave: After every post and/or successful shot Lily lands on a person, she generates a stack of Rave. Rave, when it builds up over time creates a slowed down time of space. While it doesn't give her the reaction speed one maxed out on speed would have, it instead gives her more time to think about reacting. This helps her with dodging, lining up shots and predicting where opponents could possibly go on the battlefield. The more stacks of Rave she has, the more time seems to slow down.
Base Ability Cool Down: Passive
Tier One
Sure-Shot: Lily's munitions have a homing effect and actively seek out targets. Passive.
Locator: After gaining 10 Rave stacks, Lily can tag any and all opponents within her eyesight and can track them for the remainder of he post.
Persistent Attitude: Lily's stacks and benefits cannot be tampered in any negative way and can only be positively influenced through other skills that benefit them. Passive.
**** Your Cover: Lily can make her munitions pass through barriers to hit their mark. Passive.
Rooty, Tooty, Point-Shooty: Once she has 15 Rave stacks, Lily can double the speed of her munitions.
Tier Two
Rave II: Lily now generates double the Rave stacks she gains. Passive.
Strobe: Lily's bullets ricochet off of any surface. Passive.
Ballistic Attitude: After every 5 bullets that hit an opponent, the 5th bullet will deal x2 damage and generate double rave stacks upon hits. Passive.
Rave Sense: After Lily obtains 25 stacks of Rave, she has the ability to feel out and observe the battlefield, always aware of anybody's presence. The range on this is 100 feet.

I should give you a proper warning that as accuracy based character your primary statistic will be agility and as currently dictated by statistics you will, to be frank, suck with aiming. You will be no better than an untrained human at this moment. This is mentioned in the statistics post, which I can provide a link to if you have not already seen it. This is a courtesy notice.

I just realized that because of how Rave Evolution and Rave Evolution II are worded, they essentially function as targeted abilities. Homing doesn't guarantee a hit, but targeted attacks always hit. I'm currently struggling with how to best address this, and I will revisit this approval once I know.

For Locator, keep in mind that to designate them and track them you would need to target them.
Yes to passing through barriers, but passing through solid objects would mean intangibility. At this point, you can either ignore barriers or ignore cover, but to ignore the cover means that your bullets will be passing through all solid objects, but can still be stopped by barriers. If you'll want those bullets to still do damage to opponents when passing through them, then you'll need to state as much. Please not that passive abilities usually can not be triggered.
I wouldn't allow damage output to be doubled at this tier that consistently. Alternatively, you could just deal double damage every so many times a bullet hits a foe. Probably five times. I'd allow you to gain double the rave stacks from that hit as well.
Give me a range on Rave Sense.

Changed it so that it only passes through barriers and changed up the wording on the whole triggered thing.
