The cost and cool down could stay the same. A 25MP T2 spell is more powerful than a 25MP T1 spell.

Really? You'd think it would cost more considering the Tier needed to cast those higher level spells would also mean a larger MP pool. I only included those costs due to the calculation of that larger pool...it just doesn't seem very fair to be casting Firaga for only 25 MP...I mean it's a T3 spell.

Magic scales both in potency as well as effectiveness. For a T1 MAG character, it would probably be around 75MP, but for a T3 MAG, it'd be 25MP.

Honestly this seems all well and good however to my knowledge a spell cannot upgrade due to ability system.

If you'd like when you're Magic tier does increase you may make the tier two and tier three move

However currently for this one all you need is the tier one base fire

The way to rather see it would be like you are able to make much more complex spells that that can do more yet cost less so it isn't as much buffing a spell as it is making a better one
